Dell 15R 5537 (LA-9981P) No power

Hi All,
the I have have Dell 5537 La-9981p Which have have NO Power problem and B + Supply's IS 0.83V.
There IS NO B + Supply's Generating from PU701 BQ717. The I have have REPLACED BQ717 But Still there IS NO Change in Situation.
Here IS Supply's of BQ717 .
the PIN 4 = 19V ACDRV
the PIN. 6 ACDET = 2.5V
the PIN the AC the OK 5 = 3.5V
the PIN 20 the VCC = 19V.
B + SUPPPLY IS only 0.83V.
